The TIAA-CREF plan is very good. NYS Pension plan is not as good as it used to be, but it is still better retirement than most people get. If you opt for the NYS Pension, be sure you plan to stay there for a long time, otherwise it is not worth it.

You may choose either the state pension system or a 401K system at your initial hiring and can never switch. Seems extremely arbitrary. The worst part is that all retirement benefits are linked to a stagnant salary.
