The plans increased deductibles to where you pretty much had to pay out of pocket for most routine check ups etc.

For most employees, it's a HDP tied to a FSA. Good if you don't have to go to the doctor a lot, bad and can potentially be costly if you do, especially trying to meet the deductible first.
