I am from Michigan. After an interview with a outside recruitment agency and one from Arclin, I got reinburesed for an onsite interview. I mixed up the time zones, resulting in me being an hour late. They then did not interview me at all since they "moved on with their itinerary". This took up 3 days worth of my time and I was not given any recommended things to do, even though it is a quiet and rural area with little to do. These are some reasons why this particular location nearly explicitly hires locals.
