Second interview with a panel of people who didn't seem to be on same page. Confusing reporting structure; seemed like the job would involve herding cats. Interview ended without HR person and I was kind of told what next steps were, but only after asking. Never heard back from the company either way, finally had to email for status, and now the job is posted again. Doesn't surprise me they are having trouble filling the position. If they had offered I would have declined.
