Very unorganized process that clearly indicates they don't care about candidates. I had a 20 minute phone screen with a recruiter, in which I didn't have any opportunity to ask questions about the role or company. I subsequently got asked to come in for a 3 hour in-person interview and provide pre-employment paperwork (reference contact info, background check application, etc.). Asking for that paperwork without talking to a hiring manager or even asking any questions is absurd. The job description sounded interesting, so I went ahead with the interview, but declined to give out my social security number and reference info until after learning more. And based on the huge variety of questions from the four different interviewers, they clearly had no idea the skill sets they were actually looking for or what the role would be doing. After that experience I had no interest in working there, so I didn't follow up. But after 3.5 weeks, I got a canned email saying they would no longer be pursuing my application.
