My first and only interview was with a VP and another employee, neither of which were the hiring manager. It seemed apparent to me that the VP had already decided I couldn't do the job just from my resume, but still scheduled an hour interview with me that seemed more like an interrogation. A phone screen would have saved 3 hours of time between everyone on the call.
