Interviewed with HR and was advised that the CIO must review, interview and approve all project managers. No follow-up by HR after the interview, without my persistent follow-up with them

Why is the CIO interviewing all PM's, and not the respective Project Owners?
Horrible. Hr was horrible and so was head of IT dependent. Dishonest company and tries to deceive hires by telling them they face a full time job when they’re actually being hired to be thrown under the bus for a problem project that has history of high PM turnover because of a problem child on the hr team.
