I applied online. I interviewed at California Employment Development Department (Rancho Cucamonga, CA) in May 2023
Interview
It was the typical CA state interview process. It starts with ensuring that you provide all of the requested information. If they ask for a Statement of Purpose (SOP), then do it.
It was a panel interview with at least three managers. They give you a folder with the questions they ask you printed out and they have their own copy where they make notes about your answers.
I got a call back for a second interview with the Staff Services Manager I with the vacancy and their Staff Services Manager II. This was a good chance to ask about team environment, management styles, etc.
It was like most interviews with CA state employers. Do your research, read the duty statement, and prepare answers with scenarios applicable to the job. Use examples from your experience. Keep it succinct and have at least one to two questions about the position.
Try not to go on for too long. Usually, the panel members are managers that are doing these interviews all day. So they can get tired of applicants that go on and on. Opt for a morning interview slot if your schedule permits.
I did not get an offer, but if I had to guess, it's because it would have been a demotion for me, and they would have had to pay me at the top of the salary range for the position. I ended up getting a job at another CA state agency.

I applied online. The process took 3 months. I interviewed at California Employment Development Department
Interview
Initial online qualification examination along with required submission of statement of qualification, followed by in-person interview with a panel of 2+ personnel, followed by language proficiency exam (for bilingual position). All in all, not a quick process, and with LOTS of initial steps to follow. I believe all the steps are part of their seeing how well you can follow directions.
