As a highly qualified candidate, to not even get an interview is very frustrating. I can only assume one of three things: 1) Their ATS is terrible at screening applications; 2) Their HR department is overwhelmed and their ignoring candidates; 3) It was an internal promotion and their company policy pushes competitive fairness, so for appearances, the job was listed
