Cytiva Senior Test Engineer interview questions

I have Completed 3 rounds of interview, and there is no feedback more than 4 weeks, and finally HR called after 4 weeks and found another candidate, When I asked in interview when they will start this role, they said in 2 weeks. but they hold me for 4 weeks. which is unfair recruitment process.
