Design & Integration Project Manager interview questions

Had 3 rounds of interviews with the Director and CEO. They were very open and honest about the job, I was offered a position, but when I countered the office asking for a better overall compensation package, they went quiet. After 3 weeks of very little communication, I was told they had hired someone else.
