I have had 3 interviews in total: 1 with the recruiter, 2 with two Senior Managers and a 3rd interview with a manager and two heads. After all 3 interviews the recruiter told me that they were about to give me an offer! After giving me this news I have not heard from the recruiter for about a week, until I myself reached out. She immediately called me back, explaining that she could not proceed with the offer as they did not have enough headcount at the time. After the call I sent an additional email asking for feedback from my interviews as I have spend 3 hours on interviews with this company. I have never heard back from the recruiter.
