In my experience, I was contacted by someone in HR. They set up a basic interview with me and I did a background check at that time. The interview was more about getting to know me and what I would bring to the organization as a whole. Once I completed that interview, I was brought to meet the ER manager (as that was the department in which I was interviewing for) and she asked me a lot of the same questions, but with more nurse/health care focused questions.
