As competing priorities naturally evolve and have the potential to change from quarter to quarter for example, the task with the current highest overall business objective that is time-sensitive from the top gets prioritized first. If there are enough resources, I would delegate my team into an A team and B team where the A team and I would dive into priority number 1 while the B team would support the 2nd highest priority item.
