Landis+Gyr Software Engineer(Internship) interview questions

Had a recruiter call me up after 3 months of application date, to set up a phone interview with the team located in Atlanta, HQ. It was a simple call regarding my resume, prior experience and projects I've worked on. They've given me information about what they expect from an intern. A day later i get an email from the recruiter telling that the call went well and he'd like me to fill out the Employment application form. After filling the form and submitting it to the recruiter, he goes silent and doesn't respond to any of my calls or emails. I've had other offer's which i rejected due to this and the recruiter stops replying. It's been over 3 weeks I've heard back from him. Such unethical recruitment practices were not expected.
