Library of Congress Graduate Research Assistant interview questions

I applied on USAJobs.gov, invited for an interview less than a week later. Conducted via skype with a panel of 3 interviewers. 6 questions were exactly from the job description / required qualifications, just asking for exact experience. At the end they asked for references and a writing sample, said they would be in touch, but this was the last time I heard from them. No replies to my emails, 4 months later I found through an informal source they hired someone else for the position. They could definitely do better with communication to applicants about the status of their candidacy.
