Job interview not offered but I did receive email telling me I wasn't selected for interview but I appreciated the email explaining this. It was a bummer but it was nice to get an answer

I wasn't asked anything because I wasn't selected for interview?
I applied online. The process took 6 weeks. I interviewed at ONEOK (Channahon, IL)
Interview
First interview was a phone interview. Talked about experience and salary expectations.
Second interview was 4hrs long with multiple people. I took work off to attend. Interview was good and I felt good about the position and company.
3 weeks later I was offered the position at $7 less then I said my minimum salary requirements were. I asked if they would pay me what we discussed during the first interview would be my minimum salary and they said they would get back to me. A week later they said they were still talking it over with upper management and that they should have an answer soon.
During that time they offered the position to someone else at the lower pay scale and they accepted.
I wasted a lot of time and went through the process they required when all along they were never going to give me what I said I would take at the first interview, Then they kept me on in the line while they were filling the position with other candidates. They talk about holding themselves to high ethics, but this just shows their true colors.
