My sense is that like other companies the recruiters don't feel an obligation to follow-up with the people they have had 2 conversations with, one of which that was an interview. This is why most job seekers have such a low opinion of recruiters. I don't mind be passed over at all: I get it. What I do find offensive is the law of professionalism when there is no follow-up.
