Rise Human Resources interview questions

I had a phone interview for this position. The HR rep sounded very eager and asked if I could come in for an in-person interview at the end of the conversation. She said "let's plan on you coming in next week and I'll be in touch," before hanging up, and then was never heard from again. They did not respond to my emails either. It was very unprofessional to lead someone on and invite them in for a second interview and then stop responding- not a good impression.
