Interview
You do an interview before a panel of two or three interviewers. Sometimes they show you an org chart.The questions are set in advance and each one of the interviewers takes an alternating turn to ask questions. Everyone waits until the everyone in the interview panel finishes taking notes before the next question is asked. In the end, they ask if you have any questions for them. They tell you that you would be informed of their decision within a couple of weeks. Mostly, they do not. If they want you, they will contact you within a couple of weeks otherwise, you can assume that they are not interested.

The questions are about "what is your management style", "what would you do when someone is not meeting expectations" "what specific experience qualifies you for the position" mostly situational hypothetical questions etc.
Submit applications and receive no communication. Even as current state of california employee. Many positions not for interview but no feedback on why. Feels like an internal process even in current agency.

Interview was extremely formal and left no room to talk outside of the questions asked. Many questions were strictly about what you would do in particular situations or what you have done to remediate conflict in projects.
