Definitely a scoping/informational interview-- for them, not me. It took almost all day, and I met a total of 10 people. However, the department that they were interviewing for didn't exist ("yet") and they were definitely unsure of what type of questions to ask me. It was an interesting experience, but a bit too time consuming for something they were not committed to hiring for ("yet").
