Trimble Marketing Data Analyst interview questions

I applied to the position in the month of October (mid-October) and received an email to schedule a call with the HR. After the HR call, got a response back asking for an interview with the Hiring Manager within a week. After my interview (end of October), I reached out said that the hiring manager is busy with a conference. Reached out again, this time the HR was on leave. They reached out to me again somewhere in Mid December asking for my availability for Jan. Had a conversation with the another Manager. After two weeks of the second round, i got back an email saying that they want to move that position off-shore. Why even bother to contact me 2 months after the initial interview just to turn me down again?
