Hiring manager bypasses HR and goes about contacting potential candidates in sneaky way and doesn't seem to include a pre-screen by a recruiter first. Seems like a micromanager and crazy work environment. HR/Recruiting: make sure all the hiring managers for the job posted go through HR. I sense a lack of transparency and toxic work environment.
