The interview is a combination of behavioral and situational judgment. I think the Federal government likes behavioral questions that are designed to disrupt the chain of command. The idea is to show that despite the disruption, you are able to behave in a way that puts things back in order. It's also important to show that you aren't a yes-man, while also respecting the chain of command.
