They wanted to me write out the terraform on the doc: create an iam user module in TF. the module must associate the policy "ReadOnly to the user by default in case a custom policy is required. the permissions sets and policy name must be passed along as a variable. this would create the custom inline policy and associate it with the iam user instead of the default policy
