Stable place to work. Salary. Health care. Benefits. Sick time. Some awesome mission-driven staff. Some departments (like Planning) have great energy.
Cons
Org feels stodgy. Outdated ways of doing things (physical paperwork, HR policies, bureaucratic red tape). Some departments have people who add significant bloat to the organization. Disconnect of management to staff-level workers.
