Per mid level leadership, the company communication is separated by the departments and it is encouraged to keep the departmental division. This may be a normal occurrence in many places, however the means in which it is communicated gives the impression that there are consequences for not doing as instructed.
When hired I was told that ideas for process improvements were welcomed. After 6 months in the department with none of my ideas considered, I decided to simply put my head down and continue to work through what was in place as my ideas would not be taken serious and I had a large work load.
No communicated vision from leadership/ownership. Seems as though no one below the executive level knows where the company is headed as there has not been a quarterly or annual recap of the company. A State of the Union, CEO/Chairman's Letter, MD&A, Town Hall, etc. would be great to help the employees work towards and believe in the goals of the organization.
These are common issues of smaller companies and attention to detail and coaching team members into leaders would be beneficial.
