Communication is lacking from upper management as well as opportunities. There appear to be many posted job opportunities however you find out that many of these are posted the required days, because the job has been filled prior to the posting. Several good employees are passed over for jobs in favor of the direction of senior management that really don't know the quality of people they have or keep folks in their niche because they do very well at those selected tasks. No progression plan for a career path. Raises are not annual and closer to every two years-always some kind of catch to push it back.
