It's extremely frustrating to work for a company in which they constantly tell you how they have a lack of leadership and need good intelligent people, yet they stall promotions and raises as much as they can. They have certain dates at which they feel you should be at a certain level, and if you exceed their minimal expectations, you have no opportunity to move forward until you've reached their date. They tell you that you are eligible for promotions, but they won't let you do them.
