Forced rankings are used in the review process and it helps no one. The only ones who are able to survive are those who can fight dirty. If you are a manager, why should you be required to choose 20% of your team to perform below expectations. To try to save money, that's why. If they put their energy into DEVELOPING their many talented employees, instead of devaluing them, they might just have something.
