Playing too much politics, both with local governments, and within the company, has created of CDM Smith a very toxic place. There's extremely high turnover and low moral at most locations. Most people get passed over for promotions for others that are on the good side of some VPs or Directors, that also got passed over, and therefore creates this circle of distrust that fosters revenge on those who were betrayed him for others that lacked the skills, knowledge or commitment.
