Caste System - No title = no knowledge philosophy
Not my job, Not my fault, finger pointing, CYA environment ... makes employees less productive
You must be skilled at self promotion in order to survive. Merit alone won't do it. Therefore there are people who have no trouble taking claim for work that is not theirs.
Senior executives continue to manage by fear of losing your job
There may be other areas outside of business development that are not like this but I haven't seen any hints that it exists.
