Bureaucracy, lack of communication, and disconnected Executives

Pros

If you want to leave your brain at the door, come work here. No competition, so no need to improve.

Cons

Executives are apathetic, like politicians, they talk a good talk but could care less on how the organization is run as long as they don't have to make a decision. Can't keep any HR staff, the CIO is incompetent and in way over his head.

The people and mission are what attracts job seekers and keeps employees content. Pay is decent. Location is convenient. Behind the times in technology.

Cons

Too much change and turnover creates challenges to lasting improvements or direction. Direction changes frequently. Hard to get a sense of accomplishment.
