There has to be a change in the management culture from the top, and all the way down. Too many different managers will tell you what to do. So much paper work that you can't even get your job (which you were hired for) to be completed. Ask for your commission and there is something wrong with you. Plus the structure kept on changing. Whose in charge, nobody really knows as there is no clear chain of command. The pay is low. Nobody asks why all of the long term employees keep on leaving.
