But not too bad. - Promotions based on review boards exacerbate the above, emphasizing high-visibility projects.

Terrible upper management. Incompetent and nepotistic at best, malicious at worst. At worst, blatant favoritism and open threats to your job if you don't bend the knee. If you get a good manager, they either can't stand it and leave, burn out and leave, or are let go. So you will eventually end up with a bad manager.
