Pros

If you have a work ethic and don't expect constant praise for just doing your job, this is the place for you. This pertains to information technology department.

Cons

Not a con for the department, but the County to as a whole. It is hard to keep morale up when the cost of benefits goes up and the pay does not. No merit increases in the last 10 years means you are not progressing up your pay grade regardless of how hard you work. When other workers don't work and still get the same pay because the merit process is frozen, it leads to a poor performing staff except for a few good core employees.
