It seems disorganized and gives off the appearance of the company not being prepared.
Finally, there is limited opportunity for management responsibilities; and sometimes management, director, and VP level positions are not competed internally, which further diminishes a person's opportunity for upward movement. This has led to people leaving the company for better opportunities that include management and leadership roles.
