Pros
CSU as a whole is working to increase efforts geared toward making people of color comfortable on campus and stay on campus. Typically the policies and processes are fair and supervisors have enough authority to make choices so you do not need to deal with the typical democracy of a large company. They give a good amount of PTO and benefits and make efforts to meet individual accommodations.
Cons
It is a large university system. There are some strict rules that cannot bend. This can be difficult during personalized contexts.
