      Lower management without direction from Upper Management.

      Delivery teams are seasoned and able to support customers professionally.

      Cons

      Upper management is unclear with strategy and direction. Lower management is last to hear on any new programs or of any changes in strategy direction on existing programs. Lower management is being pressured to deliver without solutions being documented and approved by upper management. Lack of leadership.
