Unprofessional environment, lack of care from HR, favoritism and nepotism, salary caps

HR cares, but it can only help when involved. We have an open door policy all the way to the CEO of our organization. We have the policy so that anyone can escalate an issue without any fear of retribution. I wished it had worked out. I can always address nepotism, perceived favoritism and salary caps.
