Harm reduction turns quickly to enabling with the residents as the clinical staff typically see mental health and substance use as a crippling impairment and not something that can be managed successfully. Upward mobility is reserved for people in the click. Intelligence is punished, laziness rewarded. Questioning management makes you a target. Little upward mobility for minorities. High turnover.
