Upper management, including the people whose last name is on the building, implement policies without regard for how it could effect their employees. If they decide to do something, nothing will change their mind.
There is a horrible lack of communication from upper management. Those new policies mentioned above rarely even get announced in an email, but are told to lower management to then tell their teams.
