Managers and VPs are either not looking out for those below them, or they have their hands tied and risk their own job security if they go against the CEO. Job security is generally non-existent, so if you want to stay around for a while you need to keep your head down and don't attract attention. Loyalty is expected of employees, but is certainly not shown to them in return.
