Project manager - Project Manager ABM Software Employee Review

There's no support from upper management at all ... They expect your help on demand but can't give back when supply's , or just trying to fill an open position .. I've sent applications way in advance but what gives is that they take there time getting it clear do I can place new employee in position till then I'm respect Ed to clean and at some times it has taken up to 3 months I'm over my upper management lazy ness ..
