Unpaid overtime is expected even when it is not necessary e.g a project deadline or bid submission. The performance and rewards system is a box ticking exercise IMO, you will basically get a promotion after 2 years regardless of whether you meet your objectives and the requirements for the grade above; or even two grades above you before this.
