Always challenging EBITDA, industry as a whole is struggling which creates significant downward pressure on budgets and staffing. Overly traditional, not moving quickly enough to adopt new technologies, poor choices for upper management based more of who is friendly, or who has tenure, rather than who is best at the job. All in all they just don't use empirical data enough but particularly in terms of hiring/promotions.
