Regimented in salary increases - difficult to be promoted to next job grade (i.e once you've been promoted you will not be promoted for another 3-5 years regardless of your performance reviews) Communication from upper management to teams is poor. Way of working changes are abrupt and not announced in advance Teams are typically understaffed while expecting production of fully staffed team
