No direction at all and when trying to create direction upper management would only disagree. Tech stack improvements were always denied leading to working with foundation code over 15 years old ONLY when trying to make new features or improvements. No leadership ladder or processes in place at all. No thought about the customer or their needs and wants but rather what can keep the company just above water to continue day-to-day operations.
