You're punished for low utilization rate even if it is outside of your control (waiting on client's response, waiting for a different team, etc.). When you are given other work, you are held to a different (higher) standard compared to your coworkers who have a higher utilization rate. Issue with coworkers going behind your back and talking about you negatively even when you have documented proof otherwise. Not much opportunity to advance or move around in the company to grow skills. Low pay
