HR being one of the biggest functions (team-size) is inefficient in certain aspects.
Reckless spending (specifically on leadership travel, indulgence, etc) affects top-line.
TOO many leaders or "heads" and very few followers or "hands" to execute leads to specific employees being taxed.
Top-management "approvals" allow violations and set precedence for favouritism and personal favours; apparent to one and all.
Working environment is unpleasant as employees end-up managing individuals and egos rather than business objectives and solutions.
